Employee learning portal for safety and skills training
An employee learning portal is a personal online area where employees schedule learning content in their own calendar, work through it and complete it with a multiple-choice knowledge check, while trainers provide the content and test questions.
The learning portal is AWP Consult's own product, developed for enaio. It is suitable for further training and for safety briefings that do not require attendance in person. An optional module organises on-site seminars. AWP Consult has been a certified enaio partner since 2006.

Key facts at a glance
- An employee learning portal is a protected online area where employees plan learning content, work through it and complete it with a knowledge check, while trainers look after content, test questions and queries.
- Under Section 12 of the German Occupational Safety and Health Act (ArbSchG), employees must be instructed before they start work. Section 4 of DGUV Regulation 1 (accident prevention regulation of the German Social Accident Insurance) requires the instruction to be repeated at least once a year and documented.
- Under DGUV Rule 100-001 of the German Social Accident Insurance, electronic safety briefings are permitted as an aid if the content is specific to the workplace, understanding is tested and a conversation with the instructors is possible at any time.
- For hazardous substances, Section 14(2) of the German Hazardous Substances Ordinance (GefStoffV) requires verbal instruction confirmed by signature. Online content prepares for it but does not replace it.
- AWP Consult's learning portal offers areas for employees and trainers as well as an optional module for in-person events that creates certificates for the enaio personnel file.
What is an employee learning portal and what do companies use it for?
An employee learning portal is the central online point of contact for workplace learning: employees complete safety briefings, mandatory training and further training regardless of time and place, and progress remains traceable for those responsible. Content, knowledge checks and exchange are all in one place.
As a learning portal for companies, it is not an open course marketplace but an internal area: your own trainers provide content for your workplaces.
Safety briefings on occupational safety and company rules, where attendance in person is not required.
Mandatory training that recurs every year, for example on data protection and internal policies.
Further training on specialist topics, software and new processes, without travel.
In-person seminars planned and completed with a certificate via the optional module.
We show you the employee area, the trainer area and the knowledge check using your own training topics as an example.
What features does AWP Consult's employee learning portal offer?
AWP Consult's learning portal combines a personal area for employees with an area for trainers and can be extended with an optional module for in-person events. It is designed to be GDPR-compliant, easy to use and adaptable to your processes.
Personal learning area
Each employee sees their content in one place and works through it in order, at their own pace and without travel.
Planning in your own calendar
Learning content is scheduled in the personal calendar. This places safety briefings in fixed time slots during working hours.
Knowledge check with multiple choice
At the end of each piece of content, multiple-choice questions test understanding. The questions are set by the person responsible for the subject.
Trainer area
Trainers provide learning content, set test questions and communicate with learners.
Direct questions
Learners contact the trainer directly with any questions. Questions stay with the person responsible.
In-person events module
Optional: plan seminars, send invitations, provide supporting material, evaluate and create certificates for the enaio personnel file.
Not sure where to start? We will assess your starting point.
How does an online safety briefing work in the learning portal?
An online safety briefing runs in five steps: provide content, set test questions, schedule it in the calendar, complete it with the knowledge check and clarify open questions directly in the portal. Learning progress remains traceable at all times.
01
Provide content
The person responsible for the subject provides the content in the trainer area. It is based on the risk assessment and operating instructions, so that the content fits the workplace.
02
Set test questions
Multiple-choice questions are created for each piece of content. Good questions test behaviour in specific situations, such as the correct escape route, rather than simply asking for terms.
03
Schedule in your own calendar
Employees schedule the work in their personal calendar. As safety briefings under Section 12 of the German Occupational Safety and Health Act (ArbSchG) take place during working hours, fixed time slots agreed with the line manager are worthwhile.
04
Work through and knowledge check
The content is worked through in order and completed with the knowledge check. This is the test of understanding that DGUV Rule 100-001 of the German Social Accident Insurance requires.
05
Questions and learning progress
Open questions go directly to the trainer. Learning progress is the basis for the record of the safety briefing.
Start with a real safety briefing in one department. We plan the pilot together with HR and occupational safety.
Discuss a safety briefing pilotHow does the learning portal support in-person seminars and certificates for the personnel file?
With the optional in-person events module, the learning portal plans on-site seminars, invites participants, provides material, evaluates sessions and creates certificates for the personnel file. In-person and online learning thus come together in one system, without email distribution lists and paper lists. Certificate creation requires the enaio personnel file.
Planning of seminars in the same portal as the online content.
Invitation of participants directly via the module.
Supporting material for the seminar provided centrally.
Evaluation of seminars to improve content and process.
Certificate for the personnel file, when using the enaio personnel file.
One system for in-person and online learning instead of separate lists.
Which mandatory training and safety briefings can be organised digitally?
The main candidates for digital organisation are recurring safety briefings, training on data protection and internal policies, and further training, provided the content is specific to the workplace, understanding is tested and questions remain possible. Where regulations require verbal instruction or a signature, the portal supplements attendance in person. This information does not replace legal advice.
Together we classify your mandatory training: online, as blended learning or still in person.

Safety instruction under Section 12 ArbSchG and DGUV Regulation 1
Section 12(1) of the German Occupational Safety and Health Act (ArbSchG) obliges employers to instruct employees sufficiently and appropriately during working hours, with instructions and explanations tailored specifically to their workplace or area of responsibility. Section 4(1) of DGUV Regulation 1 (German Social Accident Insurance) requires at least one safety briefing per year and its documentation.
- On recruitment before starting work
- On changes new tasks, work equipment or technologies
- Repetition at least annually, every six months for young people under Section 29(2) of the German Young Persons Employment Act (JArbSchG)
Derive every online safety briefing from the risk assessment of the area concerned. A general briefing for everyone usually does not meet the workplace relevance requirement.
02
Electronic safety briefings: three DGUV requirements
DGUV Rule 100-001 of the German Social Accident Insurance upholds the principle of personal instruction but permits electronic media as an aid. The three conditions match what a learning portal with separate areas for learners and trainers delivers. Blended learning is the most effective approach: online for theory, on site for practice.
- Workplace-specific contentContent for the specific work area instead of a standard package.
- Test of understandingMultiple-choice knowledge check at the end.
- Conversation possible at any timeQuestions go directly to the trainer.
For every online safety briefing, name a contact person who answers questions within a set time.
03
Where attendance in person and a signature remain mandatory
Section 14(2) of the German Hazardous Substances Ordinance (GefStoffV) requires employees to be instructed verbally and specifically for their workplace on the basis of the operating instructions, before starting employment and at least annually thereafter. Content and date must be recorded in writing and confirmed by signature. Here, the learning portal prepares the theory, so the in-person session becomes shorter and more focused.
Mark each topic as possible online, blended learning or in person only, and agree the classification once with your occupational safety specialist and company doctor.
04
Training on data protection and internal policies
Article 39(1)(b) of the General Data Protection Regulation (GDPR) lists raising awareness and training employees among the tasks of the data protection officer. It does not prescribe a fixed interval, but regular refreshers help with the accountability obligation under Article 5(2) GDPR. Such content and internal policies are well suited to testing with multiple-choice questions.
Have your data protection officer act as a trainer. Questions then go directly to the responsible person.
05
Keeping training records properly
A record shows who was instructed on which content and when. BG Verkehr (the German employers' liability insurance association for transport) recommends keeping it at least until the next safety briefing. In the learning portal, content, learning progress and the knowledge check result are assigned to the right person, and in-person seminars produce certificates for the digital personnel file.
- Who person instructed and instructor
- WhatTopic with reference to the risk assessment
- WhenCompletion and passed knowledge check
- Where for in-person seminars, location and participants
06
Co-determination and data protection for learning data
A learning portal processes personal data: who completed which content, when and with what result. Under Section 87(1) no. 6 of the German Works Constitution Act (BetrVG), the works council (Betriebsrat) has co-determination rights over technical equipment that can monitor behaviour or performance, and under Section 98(1) BetrVG over in-company vocational training. A works agreement governs what learning data is used for.
- Purpose: record keeping and organisation of further training
- No performance assessment without an explicit agreement
- Roles and deletion rules for results
Involve the works council and data protection from the concept stage. Our page on GDPR-compliant document management describes the principles.
Classroom training, online safety briefing or blended learning: which fits when?
Classroom training suits situations where manual skills are practised or signatures are required, online safety briefings suit recurring knowledge with a test of understanding, and blended learning combines both.
| Criterion | Classroom training | Online safety briefing in the learning portal | Blended learning |
|---|---|---|---|
| Suitable for | Machinery, hazardous substances, protective equipment | Recurring knowledge, data protection, policies | Occupational safety with theory and practice |
| Time and place | Fixed date on site | In your own calendar, from any location | Flexible online, short session on site |
| Test of understanding | Conversation and observation | Multiple-choice knowledge check | Online check, practice on site |
| Questions | Immediately in the room | Directly to trainers in the portal | Online and in conversation |
| Record | Attendance list with signatures | Learning progress and result in the portal | Both, certificate for the personnel file |
For guidance only, not legal advice. Decide with your occupational safety specialist which form each safety briefing requires.

How does the learning portal work with enaio and your systems?
The learning portal is designed as a solution for enaio: it adds a learning area to the document management system, files certificates from in-person seminars in the enaio personnel file and can be connected to existing programs via interfaces. Employees do not need to work with enaio themselves.
They receive their payslips via a digital payroll portal. We describe the technical connection under enaio interfaces, and we clarify the target picture of a broader document strategy in enterprise content management consulting.

How is an employee learning portal introduced?
An employee learning portal is introduced in four phases: status review, concept, pilot with a real safety briefing and rollout. The works council (Betriebsrat) and data protection are involved from the start.
01
Status review
Which safety briefings and training courses exist, how are they recorded and which can be handled online?
02
Concept
Roles, content, test questions, in-person elements, interfaces and rules for learning data, agreed with the works council and data protection.
03
Pilot
One department starts with a real safety briefing. Questions and processes are refined based on the feedback.
04
Rollout and training
Further departments follow, and trainers are trained in using their area.

What mistakes happen when introducing a learning portal?
The most common mistakes are organisational, not technical. All of them can be avoided at the concept stage.
01
One safety briefing for everyone
- Consequence
- The content does not fit the workplace, so the workplace relevance required by Section 12 of the German Occupational Safety and Health Act (ArbSchG) is missing.
- Better
- Derive content for each work area from the risk assessment.
02
Test questions nobody fails
- Consequence
- The knowledge check only confirms clicking through, not understanding.
- Better
- Ask questions about specific situations and offer plausible wrong answers.
03
No contact person for questions
- Consequence
- The condition that a conversation is possible at any time remains unmet.
- Better
- Name a trainer for every piece of content.
04
In-person obligations replaced online
- Consequence
- Safety briefings under Section 14 of the German Hazardous Substances Ordinance (GefStoffV) without a verbal part and signature are incomplete.
- Better
- Use the online part for preparation and keep the verbal instruction on site.
05
Works council informed only at launch
- Consequence
- Renegotiations delay the rollout.
- Better
- Involve the works council from the concept stage and govern learning data in a works agreement.
06
Records in scattered lists
- Consequence
- Evidence is missing when the employers' liability insurance association (Berufsgenossenschaft) carries out an inspection.
- Better
- Keep records centrally and file certificates in the personnel file.
Which terms around safety briefings and learning portals should you know?
The key terms from occupational safety and further training, briefly explained.
01

Frequently asked questions about the employee learning portal
Is your question about the learning portal not listed? Call us or write to us, and we will answer personally.
We answer your questions about features, safety briefings and integration with enaio directly and personally.
Ask a question +49 6104 94738-13What is an employee learning portal?
An employee learning portal is a personal online area for workplace learning. Employees plan content there, work through it and complete it with a knowledge check. Trainers provide the content, set test questions and answer queries. Learning progress remains traceable.
What features does AWP Consult's learning portal have?
Employees schedule content in their personal calendar, work through it in order, take a multiple-choice knowledge check and send questions directly to trainers. Trainers provide content and set test questions. An optional module organises in-person events and creates certificates for the enaio personnel file.
Can safety briefings under Section 12 ArbSchG take place online?
Yes, with restrictions. DGUV Rule 100-001 of the German Social Accident Insurance permits electronic media as an aid if the content is specific to the workplace, understanding is tested and a conversation with the instructors is possible at any time. Personal instruction remains the principle. For certain areas such as hazardous substances, regulations also require verbal instruction.
How often must employees be instructed?
Under Section 12 of the German Occupational Safety and Health Act (ArbSchG): before they start work, when changes occur and, where necessary, at regular intervals. Section 4 of DGUV Regulation 1 requires at least one safety briefing per year. For hazardous substances, Section 14(2) of the German Hazardous Substances Ordinance (GefStoffV) also requires instruction at least annually. Under Section 29(2) of the German Young Persons Employment Act (JArbSchG), young people must be instructed at least every six months.
Does an online safety briefing replace the signature for hazardous substances?
No. Section 14(2) of the German Hazardous Substances Ordinance (GefStoffV) requires verbal, workplace-specific instruction based on the operating instructions. Content and date must be recorded in writing and confirmed by the signature of the persons instructed. Here, the learning portal is suitable for preparation, so that the on-site instruction becomes shorter and more focused.
How are training records documented in the learning portal?
In the personal area, content, learning progress and the knowledge check result are assigned to the individual. For in-person seminars, the module creates certificates that are filed in the enaio personnel file. We define in the concept what information a record should contain.
Does the works council have co-determination rights over a learning portal?
Where a works council (Betriebsrat) exists, as a rule yes. A learning portal is objectively capable of monitoring behaviour or performance, which triggers co-determination under Section 87(1) no. 6 of the German Works Constitution Act (BetrVG). Section 98(1) BetrVG also applies when in-company vocational training is carried out. A works agreement governing purpose, roles and the use of learning data is common practice.
How does a learning portal for companies differ from an e-learning platform?
Many e-learning platforms offer ready-made courses for a broad audience. A learning portal for companies is an internal area where your own trainers provide content on your workplaces. Questions go to people within your organisation, and records stay within the company. This workplace relevance is crucial, especially for safety briefings.
Do I need enaio for the learning portal?
The learning portal is designed as a solution for enaio. Creating certificates for the personnel file explicitly requires the enaio personnel file. The portal can also be connected to existing programs via interfaces. We clarify which set-up suits your case in a consultation.
Can in-person seminars also be organised via the learning portal?
Yes, with the optional in-person events module. It plans seminars, sends invitations, provides supporting material and evaluates sessions. When the enaio personnel file is used, it creates certificates for the personnel file.
Is a digital learning solution suitable for data protection training?
Yes, data protection is one of the topics that are particularly well suited to online training. The content is similar for many employees and can be tested with multiple-choice questions. Under Article 39(1)(b) of the General Data Protection Regulation (GDPR), raising awareness and training employees are among the tasks of the data protection officer. If the data protection officer acts as a trainer in the portal, questions go directly to the responsible person.
Which companies is an employee learning portal suitable for?
For companies that regularly need to instruct or train many employees, for example in logistics, industry and manufacturing, the social care sector or service providers with several sites. It is particularly worthwhile with multiple sites or shift work. If you already use enaio and the enaio personnel file, you combine learning and records in one system.
