DMS for forwarders in the CargoLine network and other groupage networks

A DMS for forwarders in the CargoLine network assigns every document created at the shipping partner, in the hub or at the receiving partner to the correct shipment file via shipment number, NVE or bordereau, whether it arrives by email, scan or upload.

In a groupage cooperation, every shipment passes through several hands. Proofs of delivery, damage reports and settlements are therefore often not created in house but at the partner at the other end of the route. As a certified enaio partner since 2006, AWP Consult implements shipment files, document workflows and archiving with enaio for this purpose. Several members of the CargoLine network work with enaio and AWP Consult, including KISSEL Spedition.

Key facts at a glance

  • A DMS for forwarders in the CargoLine network is a document management system that assigns documents from across the groupage network, that is from the shipping partner, the hub and the receiving partner, to a shared shipment file via the shipment number or the serial shipping unit number (NVE).
  • The NVE, internationally the SSCC, is an 18-digit number from the GS1 system that uniquely identifies every shipping unit, such as a pallet, worldwide. This makes it suitable as an assignment key for documents created at different network partners.
  • Externally apparent damage must be reported under Section 438 (1) of the German Commercial Code (HGB) by the time of delivery at the latest, non-apparent damage under Section 438 (2) HGB within seven days, and exceedances of the delivery period under Section 438 (3) HGB within 21 days of delivery.
  • Invoices and credit notes between network partners are accounting records and must generally be retained for eight years under Section 147 of the German Fiscal Code (AO), and received commercial and business letters for six years.
  • CargoLine is a groupage cooperation with a shared central and European hub in Niederaula in eastern Hesse, which has been in operation since 2023. A forwarder's DMS does not replace the cooperation's systems; it organises the documents that arrive at its own branch.

Sounds right for your company? Let us talk about it.

What does a DMS for forwarders in the CargoLine network do?

A DMS for forwarders in the CargoLine network brings together documents created at different points in the groupage network into a single shipment file, reconciles them on receipt with the order from the transport management system and makes them findable for dispatch, customer service and accounting at every branch. The particularity in the network: for some shipments your forwarding company is the shipping partner, and for other shipments the receiving partner.

General requirements for documents in transport and warehousing are described on the page DMS for logistics. This page covers what a groupage cooperation additionally requires.

Documents from across the network, one file Shipping partner Bordereau Hub Report Receiving partner Proof of delivery Shipment file
One file per shipment

Order, bordereau, proof of delivery, damage report and settlement are stored together, even when they come from different network partners.

Assignment via keys

Shipment number, NVE, bordereau number and order number link every document to the correct file, without anyone renaming files.

Clarification list instead of a catch-all folder

Anything that cannot be assigned unambiguously ends up in a list with an owner and a deadline, not in a folder that nobody opens again.

Permissions per branch

Each location sees its own shipments. Those who work centrally, such as accounting or claims handling, see across locations.

Which documents are created at which point in the groupage network?

In the groupage network, documents are created at five points: at pickup, at the shipping partner in the line haul, in the hub during transhipment, at the receiving partner during delivery and in the settlement between the partners, and at each point a different key appears on the paper. A DMS in the groupage network must know and evaluate these keys. In direct services without a hub, the middle station does not apply.

Mapping your document flows between depot, hub and network partners

In the initial consultation we clarify which documents from partners arrive at your operation, which keys appear on them and how your TMS can be connected.

  • Documents from shipping and receiving partners

What functional capabilities must a DMS for forwarders in the CargoLine network have?

A DMS for forwarders in the CargoLine network must do six things: assign documents via network-wide keys, evaluate proofs of delivery from partner depots on time, manage damage cases between partners as a case, check credit notes and invoices between network partners, work cleanly together with TMS and ERP, and map several branches with clear permissions.

01

Assignment via shipment number, NVE and bordereau

Within your own operation the order number is often enough. In the network it is not, because the receiving partner does not know your order number, and its proof of delivery shows its own delivery run sheet number. Reliable keys are those that stay the same across the network: the shipment number, the NVE on every package label and the bordereau number of the line haul. The NVE (serial shipping unit number, internationally the SSCC) is 18 digits and comes from the GS1 system.

Anything that cannot be assigned unambiguously, such as a photo without a readable number, goes into a clarification list with an owner. This way no document is left sitting in a catch-all folder.

  • Barcode firstIf an NVE or shipment number appears as a barcode on the document, it is read during scanning.
  • Text recognition nextIf the barcode is missing, recognition reads numbers from the text and checks them against open shipments in the TMS.
  • Bordereau as a bracketCollective documents such as a bordereau are filed once and linked to all the shipments they contain, instead of being copied.
Practical tip

Before the project, review a sample of real documents from your most frequent network partners: which numbers appear on them, and are they readable as a barcode? This determines the order of the assignment rules.

02

Proofs of delivery from the partner depot and deadlines under Section 438 HGB

For outgoing shipments the receiving partner produces the proof of delivery, but your customer asks you about it. The document therefore has to reach your file quickly, as a scan, a photo from the driver app or a file from the partner depot.

The notes are decisive. Under Section 438 (1) HGB it is presumed that the goods were delivered complete and undamaged if externally apparent damage is not reported by the time of delivery at the latest. For externally non-apparent damage, subsection 2 sets a deadline of seven days, and for exceedances of the delivery period, subsection 3 sets a deadline of 21 days after delivery. A notification after delivery must be made in text form under subsection 4.

  • Note recognisedA proof of delivery with a damage note starts a damage case instead of merely being filed.
  • Deadline visibleFrom the delivery date, follow-up reminders run for the deadlines under Section 438 HGB.
  • Notification in the fileDamage notifications in text form, for example by email, are assigned to the same shipment.
Practical tip

Have missing proofs of delivery flagged actively: if a shipment is marked as delivered in the TMS but no document is in the file after a set period, it appears in a list for customer service.

03

Damage cases between network partners

Damage in the groupage network almost always involves several parties: the shipping partner, the hub, the receiving partner and the customer. Resolution depends on which handover the damage was first documented at. This only succeeds if photos, reports and correspondence from all stations are kept in one place.

The claims handling process is mapped by a workflow, as described on the page on workflow management.

  • Damage case a separate case in the shipment file with status, owner and deadlines
  • Documents per handoverPickup receipt, bordereau, transhipment report and proof of delivery in chronological order
  • CorrespondenceEmails with the customer, network partner and insurer filed with the case directly from Outlook
  • ConclusionSettlement or rejection with reasons, traceable for later queries
04

Settlement between network partners: credit notes and invoices

Between partners in a groupage cooperation, settlement is often handled through the self-billing procedure. For VAT purposes, a credit note under Section 14 (2) sentence 2 of the German VAT Act (UStG) is an invoice issued by the recipient of the service. This requires a prior agreement, and the document must bear the wording "Gutschrift" (credit note) under Section 14 (4) sentence 1 no. 10 UStG. If the recipient objects, the credit note loses its effect as an invoice.

For checking this means: the workflow reconciles credit notes and partner invoices against the bordereau and the shipments and routes discrepancies in weight, packages or service to the responsible unit. Because a credit note is also an invoice, its format belongs in the planning for e-invoicing. How incoming invoices are checked and approved is described on the page on the incoming invoice workflow, and the industry specifics on the page on the e-invoice in logistics.

Practical tip

Store the self-billing agreement with each network partner in that partner's file. In an audit it is the first document that will be asked for.

05

TMS, cooperation systems and DMS: who does what?

Shipment data, status and dispatch live in the transport management system and in the cooperation's systems. The DMS does not duplicate this data; it uses it: it reads shipment numbers, partners and the route from the TMS to assign documents, and makes the file available in the TMS order at the click of a button.

Which integration route fits depends on the TMS in use. Whether a standard interface is sufficient or a project-specific connection is needed, we clarify based on your system. The routes to SAP, DATEV, Microsoft Dynamics 365 and other systems are described on the page enaio interfaces.

  • From the TMSShipment and order numbers, partners, route, delivery status
  • From the ERP and the accounting systemAccounts payable, accounts receivable, cost centres, posting status
  • Back to the systemsLink to the shipment file, check and approval status, document image
Practical tip

Clarify early which number leads the shipment in your TMS when you are shipping and receiving partner at the same time. The assignment rules in the DMS build on this.

06

Several branches, roles and permissions

Many network partners operate at several locations, sometimes with different areas in the same network. The permissions concept therefore has to map two axes: the location and the role. Dispatch and customer service see the shipments of their location, while accounting and claims handling often work centrally and see across locations.

AWP Consult has delivered projects with several branches, each starting with a pilot location.

  • Same file structureAll branches use the same document types, keys and deadlines.
  • Permissions by location and roleAccess follows from branch and task, not from individual approvals.
  • Central servicesIncoming mail, invoice checking or claims handling can run centrally, even when the documents are created in a decentralised way.

How does a groupage shipment move through the shipment file?

A groupage shipment moves through the shipment file in six steps: the file is created with the order, the bordereau and labels are added in the line haul, reports from the transhipment follow, the proof of delivery comes from the receiving partner, the settlement is checked against the shipment, and in the end everything is stored audit-proof in the archive. That is the path from the shipping partner's perspective. As the receiving partner, the file starts with the incoming bordereau.

One shipment, six stations 1 Order 2 Line haul 3 Transhipment 4 Delivery 5 Settlement 6 Archive Shipment file
01

Order creates the file

As soon as the forwarding order is created in the TMS, enaio creates the shipment file with shipment number, customer and route. Order papers are added by scan, email or interface.

02

Bordereau and labels in the line haul

The bordereau for the route is filed once and linked to all the shipments it contains. The NVE of the packages is held in the file and later serves as the key for all documents from the network.

03

Transhipment in the hub

Reports on shortages, overs or damage are assigned via NVE or shipment number. A report related to damage opens a damage case.

04

Delivery at the receiving partner

The proof of delivery comes as a scan, photo or file from the partner depot and is assigned via the shipment number. Notes start follow-up reminders for the deadlines under Section 438 HGB.

05

Settlement between partners

Credit notes, partner invoices and freight invoices from subcontractors go through the invoice workflow and are checked against the bordereau and the shipments. Discrepancies go to the responsible unit.

06

Archive and information

All documents are stored audit-proof with a retention period per document type. All departments open the file from the TMS order.

What does this path look like in your operation, as a shipping and as a receiving partner? In the initial consultation we map it out together.

What changes for dispatch, customer service and accounting?

For dispatch, customer service and accounting, searching changes most of all: instead of folders and drives per location, everyone opens the same shipment file from the TMS order, documents from network partners are assigned on receipt, and discrepancies come to light before settling with the partner.

Partner and subcontractor invoices

Credit notes and invoices are read out, checked against the bordereau and the shipment and approved according to fixed rules. Cash-discount deadlines stay in view.

Incoming invoice workflow

E-invoice via the same route

XRechnung and ZUGFeRD run in the same workflow as paper and PDF invoices. The XML file is archived in the format received.

Receiving and processing e-invoices

Claims handling as a case

Photos, reports and correspondence from all handovers on one case, with owner, status and follow-up reminder.

Workflow management

Digital driver file

Driving licence checks, the driver card, the ADR training certificate and deadlines for vehicle inspections are held in one file. Follow-up reminders flag every deadline.

Fleet management

Audit-proof archive

Documents are stored unchangeably with a retention period per document type. For the tax audit, data access from one system is available.

Archiving software

Subcontractors and partner depots that do not have direct access upload evidence via the AWP Link and Upload Portal, time-limited and without unencrypted email attachments.

We will show you what this looks like with enaio in your operation.

Which mistakes happen when digitising in the groupage network?

The most common mistakes when digitising in the groupage network are assigning documents only via your own order number, filing proofs of delivery without evaluating the notes, keeping the bordereau as a copy in every file, credit notes without a stored agreement, a permissions concept for only one location and starting with all branches at the same time.

Only your own order number as the key

Consequence
Documents from receiving partners carry different numbers and end up in the catch-all folder.
Better
Evaluate network-wide keys such as the shipment number and NVE first, with the order number as a supplement.

Merely filing proofs of delivery

Consequence
Damage notes only come to attention at the customer complaint, when the deadlines under Section 438 HGB are already running.
Better
Recognise notes on receipt and start a damage case with a follow-up reminder.

Copying the bordereau into every file

Consequence
Dozens of copies of the same document, and changes do not reach everyone.
Better
File the bordereau once and link it to all the shipments it contains.

Credit notes without an agreement in the file

Consequence
For queries or in an audit, the basis for the self-billing procedure is missing.
Better
Store a self-billing agreement for each network partner and check it before processing.

Permissions planned for only one location

Consequence
Central accounting or claims handling does not see everything, and exceptions proliferate.
Better
Build permissions by location and role from the start.

All branches at the same time

Consequence
Many loose ends, and the assignment rules are not tested against real documents.
Better
Start with a pilot location and transfer the structure afterwards.

How is a DMS introduced in the groupage network?

A DMS in the groupage network is introduced in four phases: map the document flows, build the file and the connection, test with real shipments at a pilot location and then connect further branches. For the first location, in AWP Consult's experience, 8 to 16 weeks are typically realistic, depending on document volume and interfaces. Each phase is signed off against agreed results.

Which terms from the groupage network should you know?

The key terms that come up in projects between dispatch, customer service, accounting and IT at a groupage forwarder.

01

Groupage cooperation

An association of forwarders that carry groupage shipments in a shared network with fixed routes and hubs.

02

Shipping partner

The network partner that picks up a shipment at the consignor and feeds it into the line haul. It is usually the contact for the client.

03

Receiving partner

The network partner that takes the shipment from the line haul and delivers it in its own area. The proof of delivery is created there.

04

Hub

A transhipment point where shipments are reloaded between the line hauls of different partners. CargoLine operates its central and European hub in Niederaula.

05

Bordereau

An accompanying list of all shipments carried on one line haul along a route.

06

Delivery run sheet

A list of the shipments that a vehicle delivers during distribution. It is created at the receiving partner.

07

NVE

Serial shipping unit number, internationally the SSCC. An 18-digit, globally unique number from the GS1 system on the package label.

08

Proof of delivery

Evidence of handover to the recipient, usually with signature, date and notes on damage or shortages.

09

Shipment file

An electronic file that bundles all documents of a shipment across all stations, linked to the shipment number from the TMS.

10

Self-billing procedure

Settlement in which the recipient of the service issues the invoice. Permissible for VAT purposes under Section 14 (2) sentence 2 UStG if agreed in advance.

Starting with a pilot location in the network

We outline with you which location starts, which documents go digital first and when further branches follow.

What is a DMS for forwarders in the CargoLine network?

A document management system that assigns documents from across the groupage network to a shipment file: from the shipping partner, from the hub and from the receiving partner. Assignment is done via shipment number, NVE or bordereau number. The file is linked to the order in the TMS and is accessible for dispatch, customer service and accounting from one system.

Does AWP Consult have experience with forwarders in the CargoLine network?

Yes. Several members of the CargoLine network are customers of AWP Consult, including KISSEL Spedition. The projects concern typical requirements of groupage networks, such as documents from partner depots, hub documents and settlements between network partners.

How are documents from network partners assigned to the correct shipment?

Via network-wide keys: the shipment number, the NVE on the package label or the bordereau number. If the number appears as a barcode on the document, it is read during scanning; otherwise text recognition reads it out and checks it against open shipments in the TMS. Documents that cannot be assigned unambiguously end up in a clarification list with an owner instead of in a catch-all folder.

Does enaio work with our forwarding company's TMS?

That depends on the TMS in use. enaio offers open interfaces through which shipment data can be read and the file can be opened from the TMS order. Whether a standard connection is sufficient or a project-specific solution is needed, we clarify in the initial consultation based on your system.

Which deadlines apply to damage notifications on the proof of delivery?

Under Section 438 HGB, externally apparent damage must be reported by the time of delivery at the latest; otherwise it is presumed that the goods arrived undamaged. For externally non-apparent damage a deadline of seven days applies, and for exceedances of the delivery period a deadline of 21 days after delivery. Notifications after delivery must be made in text form.

How are credit notes between network partners processed?

Credit notes go through the same workflow as incoming invoices. They are read out, reconciled against the bordereau and the shipments and, where there are discrepancies, routed to the responsible unit. For VAT purposes a credit note is an invoice issued by the recipient of the service under Section 14 (2) sentence 2 UStG and requires a prior agreement.

How long must forwarding documents be retained?

Accounting records such as invoices and credit notes must generally be retained for eight years under Section 147 AO and Section 257 HGB, received commercial and business letters for six years, and books and annual financial statements for ten years. Whether an individual forwarding document such as a proof of delivery counts as an accounting record or a commercial letter, you should clarify with your tax adviser. enaio stores the deadlines per document type and monitors them automatically.

What does the e-invoice change for invoices from subcontractors and partners?

Since 1 January 2025, all domestic companies must be able to receive e-invoices. The obligation to issue them applies from 1 January 2027 for companies with more than 800,000 euros in prior-year turnover and from 1 January 2028 for all companies. enaio processes XRechnung and ZUGFeRD in the same workflow as paper and PDF invoices. Because a credit note is also an invoice, you should agree the format of the credit notes with your network partners.

How long does the introduction take with several branches?

For the first location, 8 to 16 weeks are typically realistic, depending on document volume and interfaces. Further branches then follow step by step with the same file structure and the same roles. It is important to test the assignment rules at the pilot location against real shipments.

What does the effort for a DMS for forwarders in the CargoLine network depend on?

Above all on the number of locations and users, the modules required, operation in your own data centre or in the enaio Cloud, the interfaces to the TMS and ERP, and the document volume. We prepare a concrete quotation after the initial consultation, once these points are clarified. You can reach us via the contact page.

Where does a project sensibly start?

With a clearly defined process, often incoming invoices for partner and subcontractor invoices or the filing of proofs of delivery. Once this process runs stably at a pilot location, the shipment file, claims handling, driver file and further branches follow.

Your documents from the network, in one file per shipment

In the initial consultation we map your document flows between depot, hub and network partners and show how the shipment file, invoice workflow and archive look with enaio in your operation. You receive a recommendation for a pilot location and a first process.
