Digital forwarding file: all papers of a shipment in one place
A digital forwarding file bundles all documents of a forwarding order, from the transport order through the consignment note, proof of delivery and dangerous goods paper to the credit note and invoice, in an electronic file that is populated automatically via the order or shipment number.
AWP Consult implements the forwarding file as a certified enaio partner since 2006 for forwarders in the DACH region. Your transport management system remains the leading system for orders and tours, enaio takes over documents, return monitoring, deadlines and the archive.

The key points at a glance
A digital forwarding file is the electronic file for exactly one forwarding order. It contains all documents of this order, structured into sub-files, and is populated automatically via the order, shipment or barcode number.
Under the forwarding contract, the forwarder undertakes according to § 453 Handelsgesetzbuch (HGB) to arrange the dispatch of the goods. The file therefore documents both sides: the order from the consignor and the commissioning of the carriers.
If damage is not externally visible, § 438 (2) HGB presumes complete and undamaged delivery when it is not reported within seven days. Claims arising from carriage generally become time-barred after one year under § 439 HGB.
Consignors and carriers of dangerous goods keep a copy of the transport document for at least three months after the end of the carriage, under § 18 and § 19 of the Gefahrgutverordnung Straße, Eisenbahn und Binnenschifffahrt (GGVSEB).
Invoices and credit notes must be kept as accounting documents for eight years under § 147 Abgabenordnung (AO), order confirmations as business letters for six years, customs documents for ten years. A forwarding file therefore needs deadlines per document, not per file.
For AWP Consult customers, the implementation pays for itself on average after 12 to 18 months, determined across more than 40 companies.

A digital forwarding file is the electronic file for a single forwarding order, in which every document of this order lands automatically: transport order, consignment note, proof of delivery, dangerous goods and customs papers, damage documents, carrier invoice, credit note and outgoing invoice. It replaces the order folder in dispatch and the document stack in accounting.
The topic is also searched for as forwarding file, shipment file or electronic file for the forwarding company. What is always meant is the smallest professional unit a forwarder works in: the individual order with its shipments. How these files are embedded in a document management system for the entire logistics operation is described on our page about the DMS for logistics.
One order, one file
Every forwarding order gets exactly one file. It is created the moment the order is set up in the TMS, and carries its order number, customer and route.
One key for all documents
The order and shipment number appear as a barcode or plain text on your own papers. From this, enaio recognises which file a scan, an email or a data record belongs to.
Sub-files instead of a collective folder
Order, transport, proofs, damage and settlement are held in their own sub-files. This way each department sees its section without documents being filed twice.
Deadlines per document
The file itself has no expiry date. Each document type carries its own retention period, from the dangerous goods paper to the credit note.
Together with dispatch and accounting, we record which documents belong to a forwarding order, where they come from and what they can be matched against.
- Document types and keys
- Return of proofs of delivery

Which documents belong in the digital forwarding file?
The digital forwarding file should contain all documents that establish, accompany, prove or settle a forwarding order: transport order and advice note, consignment note or CMR, manifest and loading list, proof of delivery, dangerous goods and customs papers, delivery note and pallet note, damage documents as well as carrier invoice, credit note and outgoing invoice. Which of these occur in your case depends on whether you handle full loads, groupage or cross-border transports.
| Document | Comes from | Sub-file | What the file does with it |
|---|---|---|---|
| Transport order and advice note | Consignor by email, portal or EDI, captured in the TMS | Order | Creates the file and provides the order number, customer, loading and unloading point |
| Order confirmation and changes | Dispatch, customer | Order | Records every status so that it remains traceable what was agreed and when |
| Consignment note, CMR or eCMR | Consignor, carrier, eCMR platform | Transport | Paper via scan with barcode, eCMR as a file or data record, both forms side by side |
| Manifest and loading list | Departure depot in groupage | Transport | Links the shipments of a main leg with their respective forwarding files |
| Proof of delivery | Driver, receiving depot, partner | Proofs | Fulfils return monitoring and releases invoicing, annotations remain visible |
| Dangerous goods transport document | Consignor under section 5.4.1 ADR | Transport | Lies with the shipment, deadline at least three months after the end of the carriage |
| Customs papers | Customs department, customs declaration | Transport | Attached to the order and given the ten-year deadline under § 147 AO |
| Delivery note, packing list, pallet note | Consignor, warehouse, driver | Proofs | Prove the quantities handed over, for example for shortages and pallet exchange |
| Damage report and photos | Recipient, driver, depot | Damage | Open a damage case with a deadline and responsibility |
| Carrier invoice, credit note, outgoing invoice | Subcontractor, own settlement | Settlement | Are checked against the order and proof of delivery and kept for eight years |
Example structure. We define sub-files, document types and matching keys in the analysis together with dispatch, the customs department and accounting. You agree the deadlines with your tax adviser.
How does each document end up automatically in the right forwarding file?
Every document ends up in the right forwarding file in five steps: it arrives via scan, email or data record, enaio reads the order or shipment number from the barcode or text, matches it against the order data from the TMS, files the document in the matching sub-file or places it in a clarification list, and then triggers the next task. The key is always a number that is printed on the document or comes from the system.
01
Arrival via any channel
Paper documents are scanned in the depot or at head office, email mailboxes are collected automatically, data records come from the driver app, the eCMR platform or a partner system. External partners upload documents via the AWP Link and Upload portal, without their own access to enaio.
02
Reading the key
enaio classify reads the barcode, the order and shipment number, the date and the document type. The AI module enaio kairos also recognises documents without a fixed template, for example third-party consignment notes or handwritten additions to proofs of delivery, and learns from every correction.
03
Matching with the TMS
The number that was read is matched against the order data from the transport management system. If it fits, the customer, route and status are established. If it does not fit, a check is made whether a partner or customer reference is stored.
04
Filing or clarification list
Recognised documents land in the right sub-file. Documents without a readable or matching number go into a clarification list with a fixed responsibility and deadline, so that no proof of delivery disappears in the collective folder.
05
Triggering the follow-up task
A proof of delivery with an annotation opens a damage case, a proof of delivery without an annotation releases invoicing, a carrier invoice starts the invoice check. What follows depends on the document type and content.
Which numbers appear on your papers today, and which of them does your TMS know? We clarify this in the analysis, before we define the matching rules.
Discuss the matchingWhat must a digital forwarding file cover from a professional point of view?
A digital forwarding file must cover six professional topics: a unique file key even in groupage, return monitoring for proofs of delivery before invoicing, damage deadlines under § 438 and § 439 HGB, the dangerous goods papers under ADR and GGVSEB, retention periods per document type and a permissions concept for consignors, carriers and your own departments. The following sections do not replace legal advice, but they show what matters in the project.
Together with dispatch, the damage department, customs and accounting, we define which sub-files, deadlines and follow-up reminders your forwarding file needs.

File key in full load transport and in groupage
In full load transport the matter is simple: one order, one load, one file. In less-than-truckload and groupage, however, the same packages carry several numbers. Your own order number, the shipment number of the network, the manifest number of the main leg and the customer reference describe the same shipment from different angles.
The forwarding file therefore needs one leading key and a list of secondary keys. The leading key is usually the order number from the TMS. The shipment number, manifest number and customer reference are stored as metadata and are equally searchable.
- Leading keyorder number from the TMS, printed as a barcode on all your own papers
- Secondary keysshipment number, manifest number, customer reference, registration number and loading date
- Links one manifest refers to many forwarding files, one file to several packages
Print the order number as a barcode on every one of your own papers, including loading lists and delivery receipts. Every document that comes back with a barcode no longer has to be searched for via text recognition.
02
Return monitoring: no proof of delivery, no invoice
In many forwarding companies the invoice to the customer depends on the return of the papers. Many consignors require the proof of delivery as an attachment to the invoice, and your own accounting only wants to pay carrier invoices once delivery is proven. As long as the document lies in the truck, in the partner depot or in a mailbox, the settlement is stuck.
The digital forwarding file turns the return into a monitored task. If the proof of delivery is missing a few days after the planned delivery date, the workflow creates a follow-up reminder for dispatch. When it arrives, the file releases invoicing. simpleflow from AWP Consult sends invoices and credit notes electronically and attaches the proof automatically.
- Open returnswork list of all orders whose proof of delivery is missing, sorted by delivery date and partner
- Releasea proof of delivery without an annotation releases the outgoing invoice and the carrier payment
- Analysis which partners and routes regularly deliver documents late
Set the return deadline per partner or route, not across the board. Local transport and European transport have very different transit times for papers.
03
Damage cases: notice deadlines under § 438 HGB and limitation
In national freight law, § 438 HGB governs the damage notice. If an externally visible loss or damage is not reported at the latest upon delivery, it is presumed that the goods were delivered complete and undamaged. For externally non-visible damage, a deadline of seven days after delivery applies, and for exceeding the delivery deadline a period of 21 days. Notices after delivery require text form.
Claims arising from carriage generally become time-barred after one year under § 439 HGB, and after three years in the case of intent or equivalent fault. The period begins at the end of the day of delivery. For cross-border road transport the rules of the CMR apply, which we have summarised on the page about the DMS for logistics.
- Damage sub-filedamage report, photos, proof of delivery with annotation, notice and correspondence with customer, carrier and insurer
- Deadlinesthe notice deadline and the limitation period are calculated as a follow-up reminder from the delivery date
- Proofthe dispatch time of each notice is logged, because timely dispatch is sufficient to meet the deadline
Have the annotation on the proof of delivery recognised on arrival and open a damage case immediately. An annotation that is only noticed during the invoice check is often already weeks old.
04
Dangerous goods papers under ADR and GGVSEB
For dangerous goods on the road, the ADR requires a transport document under section 5.4.1 with details such as the UN number, proper shipping name, packing group and quantity. The consignor must keep a copy of this document and of the additional information for at least three months after the end of the carriage under § 18 (1) no. 12 GGVSEB, and the carrier likewise a copy for at least three months under § 19 (1) no. 4 GGVSEB.
Which role your company has in the individual case, consignor, carrier or both, depends on the order and belongs in your dangerous goods organisation. For the forwarding file this means that the transport document lies with the shipment as its own document type, with a minimum deadline that is considerably shorter than that of the invoice in the same order. Drivers' training records do not belong in the forwarding file, but in the digital personnel file.
Agree the deadline for dangerous goods papers with your dangerous goods safety adviser. Many companies keep them longer than the minimum deadline, because they serve as proof in damage cases.
05
Retention per document type under § 147 AO and § 257 HGB
Under § 147 (3) AO and § 257 (4) HGB, three standard deadlines have applied since 2025: ten years for books, financial statements and customs documents under Art. 15 of the Union Customs Code, eight years for accounting documents such as invoices and credit notes, six years for received and sent commercial and business letters. Received delivery notes without a document function may be destroyed after the invoice has been received. The deadlines begin at the end of the calendar year in which the document was created or received.
A single forwarding file therefore holds documents with minimum deadlines of three months, six, eight and ten years. Anyone who keeps the whole file according to the longest deadline retains personal data longer than necessary. Anyone who deletes it according to the shortest loses accounting documents. The solution is deadlines per document type with deletion protection until expiry.
In addition, the deadline under § 147 (3) AO does not expire as long as the documents are of relevance for taxes whose assessment period has not yet expired. How an archive implements this technically is described on the pages about archiving software and the GoBD-compliant DMS.
Do not let the deletion run automatically at the end of the deadline, but as a deletion proposal with release. This way ongoing damage cases or audits can be taken into account beforehand.
06
Forwarding contract, parties and rights
Under § 453 HGB, the forwarding contract obliges the forwarder to arrange the dispatch of the goods, and the consignor to pay the agreed remuneration. Two contractual relationships therefore meet in the file: the order from the consignor with conditions and outgoing invoice, and the commissioning of the carriers with their invoice or credit note.
From this follows the permissions concept. Dispatch and customer service need order, transport and proofs, accounting additionally the settlement, the damage department the damage sub-file. Carriers and partner depots should deliver documents, but not see the conditions of other parties. Rights therefore depend on sub-file, document type and location, and every access is logged.
Do not give partners and subcontractors read access to the file, but an upload channel. This keeps the permissions concept lean and protects conditions.
How does the forwarding file work together with the TMS?
The forwarding file works together with the transport management system by the TMS remaining the leading system for orders, tours and status and supplying the file with the order number, customer, route, dates and carrier, while enaio takes over documents, return monitoring, deadlines and the archive and makes the file callable from within the order. Nobody maintains order data twice.
What the connection looks like technically depends on the interfaces of your TMS: data exchange via a programming interface, via export files or via the database. AWP Consult checks this before the start of the project and only then gives a commitment. The connection to financial accounting and ERP is described on our page about the enaio interfaces, the checking of carrier invoices on the page about the incoming invoice workflow.
Order number, shipment numbers, customer, loading and unloading point, dates, carrier and status.
Status such as proof of delivery on hand or damage case open, depending on the interface also as feedback to the order.
The file opens from within the order or via the enaio webclient in the browser, also in the branch.
Carrier invoices, credit notes and outgoing invoices are linked to the order and handed over to financial accounting.
Forwarding file, shipment file or logistics file: what is the difference?
The forwarding file bundles all documents of a forwarding order, the shipment file only the documents of a single shipment, the logistics file connects customer, order and shipment across all areas from forwarding to warehouse, and a DMS for forwarders is the software in which these files are kept. The terms are often equated, but describe different levels.
| Term | Scope | Typical question behind it |
|---|---|---|
| Digital forwarding file | All documents of a forwarding order, structured into sub-files for order, transport, proofs, damage and settlement | Is everything there for this order so that I can invoice? |
| Shipment file | Documents of a single shipment, for example consignment note, proof of delivery and photos. In full load transport often identical to the forwarding file | Where is the proof of delivery for this shipment number? |
| Logistics file | View across customer, order and shipment, including warehouse, customs and customer contracts | Which shipments and contracts are there for this customer? |
| Driver file | Documents relating to the person, for example driving licence, driver card and training records. Belongs to the personnel file, not to the order | Is this driver's dangerous goods training valid? |
| Document management forwarding | The software in which all these files are kept with rights, workflows and deadlines | Which system keeps my files in a legally compliant and structured way? |
The overview of document management in the sector is on the page DMS for logistics. Vehicle documents are covered by the page about fleet management.

Who works with the digital forwarding file?
Dispatch, customer service, accounting, the damage department, branches and external partners work with the digital forwarding file, and each role sees only the sub-files it needs for its task, while the tax audit accesses tax-relevant documents via its own logged read access. This way it remains one file for everyone, without everyone seeing everything.
Dispatch
Sees order, transport and proofs, works on open returns and clarifies documents from the clarification list.
Customer service
Answers status queries and sends proofs of delivery to customers, without asking at the branch.
Accounting
Checks carrier invoices and credit notes against the order and proof of delivery and invoices as soon as the return is complete.
Damage department
Works in the damage sub-file with report, photos and correspondence, deadlines run as a follow-up reminder.
Partners and subcontractors
Upload proofs of delivery and invoices via the AWP Link and Upload portal, but do not see the conditions of other parties.
Tax audit
Receives data access to tax-relevant documents under § 147 (6) AO, as read access or data export, without copying folders.
What forwarders say about AWP Consult
Voices from forwarders who have digitised their document management and their incoming invoices with AWP Consult and enaio.
With the incoming invoice workflow from AWP, we standardise document processing in a secure and efficient process. The document check is carried out digitally and in a personalised way, and at the end there is automatic posting in financial accounting.
After several meetings and presentations, enaio was exactly the solution we had imagined for a new DMS and a new incoming invoice workflow. Simple operation, a clear user interface, clear process flows. All documents can be found again quickly and easily.
Which mistakes happen when introducing a digital forwarding file?
The most common mistakes when introducing a digital forwarding file are your own papers without a barcode, a single key in groupage, one deadline for the whole file, annotations that are only noticed during the invoice check, a clarification list without responsibility and partners with read access instead of an upload channel. All of them can be avoided in the concept.
01
Your own papers without a barcode
- Consequence
- Proofs of delivery come back and have to be matched via text recognition or by hand.
- Better
- Print the order number as a barcode on every document you create yourself, from the loading note to the delivery receipt.
02
Only one key in groupage
- Consequence
- Documents with a manifest or partner number do not find their file.
- Better
- Define a leading key and store secondary keys as searchable metadata.
03
One deadline for the whole file
- Consequence
- Dangerous goods papers and delivery notes stay too long, accounting documents are deleted too early.
- Better
- Retention per document type with deletion protection and a deletion proposal at the end of the deadline.
04
Annotations are noticed too late
- Consequence
- Notice deadlines under § 438 HGB have expired before anyone processes the damage.
- Better
- Recognise annotations on arrival and immediately open a damage case with a deadline.
05
Clarification list without responsibility
- Consequence
- Unmatched documents pile up, return monitoring reports documents as missing that have long been there.
- Better
- Keep a clarification list with fixed responsibility, a deadline and escalation.
06
Read access for partners
- Consequence
- Subcontractors see the conditions or documents of other parties.
- Better
- Partners deliver via an upload channel and only read what has been expressly released for them.

How is the digital forwarding file introduced?
The digital forwarding file is introduced in four phases: analysis of document types, keys and TMS data, configuration of the file structure, rights, interfaces and workflows, pilot operation in one branch with real orders and then the step-by-step rollout with further document types. Starting with proofs of delivery and carrier invoices has proven worthwhile, because the benefit becomes visible immediately there.
01
Analysis
Document types, document paths, number ranges, TMS data, deadlines and roles are recorded with dispatch, accounting and customs.
02
Configuration
File structure with sub-files, matching rules, clarification list, rights, interfaces and workflows for return and damage.

Frequently asked questions about the digital forwarding file
What is a digital forwarding file?
A digital forwarding file is the electronic file for a forwarding order. It contains the transport order, consignment note or eCMR, proof of delivery, dangerous goods and customs papers, damage documents, invoices and credit notes. Matching is done automatically via the order or shipment number. Each document type carries its own retention period.
What belongs in a digital forwarding file?
All documents that establish, accompany, prove or settle the order. These include the order and advice note, consignment note and manifest, proof of delivery, delivery note and pallet note, dangerous goods and customs papers, damage reports as well as carrier invoice, credit note and outgoing invoice. Drivers' training records, by contrast, belong in the personnel file.
How are documents matched to the right shipment?
Via the order or shipment number. enaio reads it via barcode or text recognition from the document, or takes it over with the data record from the driver app or partner system, and matches it against the TMS. In groupage, secondary keys such as the manifest or customer number help. Documents without a matching number land in a clarification list with fixed responsibility.
Does the digital forwarding file work with our TMS?
The TMS remains the leading system for orders and tours, the file takes over from it the order number, customer, route, dates and status. How the connection is implemented technically depends on the interfaces of your TMS. AWP Consult checks this before the start of the project and only commits afterwards. If a standard interface is missing, we develop it.
How long do forwarding documents have to be kept?
Invoices and credit notes as accounting documents for eight years, order confirmations and correspondence as business letters for six years, customs documents for ten years, in each case under § 147 AO and § 257 HGB. Copies of dangerous goods transport documents for at least three months after the end of the carriage under GGVSEB. The deadlines begin at the end of the calendar year. You agree the specific deadline per document type with your tax adviser.
Who has access to the forwarding file?
Dispatch, customer service, accounting and the damage department work with the same file, but see only the sub-files they need. Partners and subcontractors deliver documents via an upload channel. Rights depend on sub-file, document type and location. Every access is logged.
Can the forwarding file take in the electronic consignment note eCMR?
Yes. The eCMR is taken over as a file or data record from the platform, provided the provider offers an export, and matched to the shipment. Paper consignment notes are scanned. Both forms lie side by side in the same file. The data record and signature details should be archived, not just a PDF view.
How does the forwarding file help with damage cases?
A proof of delivery with an annotation immediately opens a damage case in the damage sub-file. Notice deadlines under § 438 HGB and the limitation period under § 439 HGB are calculated as a follow-up reminder from the delivery date. Report, photos and correspondence with customer, carrier and insurer lie together. This way no case is lost because a document is sitting in a stack.
Which software for forwarding, transport and logistics do you need for a forwarding file?
A transport management system for orders and dispatch, financial accounting or an ERP for posting and a document management system for the file, workflows and archive. The forwarding file is created in the DMS and connected to the TMS and accounting. With enaio and the additions from AWP Consult, capture, upload for partners and electronic invoice dispatch are added.
What does the effort for a digital forwarding file depend on?
Above all on the number of document types, locations and interfaces, on the quality of the numbers on the documents and on whether incoming invoices and damage processing are digitised at the same time. Added to this are the licence model of enaio and the question of whether you work in the cloud or in your own data centre. You receive a binding offer after the analysis via our contact page.
How do I find a DMS with which I can build my file management in a legally compliant and structured way?
Look for files with sub-files and document types instead of folders, for deadlines and deletion protection per document type, a complete audit trail, role-based rights and interfaces to your specialist systems. Equally important is a partner who works out the file plan and procedural documentation with you. For forwarders, the automatic matching via order and shipment number is added.
Is enaio GoBD-compliant?
enaio can be operated in a GoBD-compliant way. There is no official GoBD certificate; what matters is the configuration and procedural documentation. AWP Consult sets up the forwarding file with deadlines per document type, deletion protection, versioning and a complete audit trail. We create the procedural documentation together with you.
Begin with return monitoring and carrier invoices at one location and test matching and workflows on real orders before further document types follow.
